Assistant Secretary/Treasurer Paul Giles writes about the National Assessment Program – Literacy and Numeracy (NAPLAN), how the early problems associated with the program remain and how various review recommendations will not address issues identified by IEU members.

The Adelaide Declaration on National Goals for Schooling in the Twenty-First Century (1999) agreed to report on national goals by state and territory using national key performance measures.
